Minnesota receives most of its revenue from general taxes, licenses, fees, and federal grants.
Approximately 35% of the current state budget is comprised of federal grants. State laws and statutes designate where each individual revenue source must be deposited and any restrictions on how it should be used to support state operating expenditures.

Impacts on State Funding
Forecast $13.1 billion (56%) of 2025 federal awards support state entitlement spending
A loss of federal funding will result in increased costs for the state government to provide services required under state law
Most of these entitlements are in Health and Human Services and Education
